The National Organisation for People Living with Hepatitis B (NOPLHB) in collaboration with the Ministry of Health of the Republic of Uganda, African Union Commission (AUC), the World Health Organization, Africa CDC, AUDA-NEPAD, and other partners, will convene the 2nd High-Level Conference on the Triple Elimination of HIV, Hepatitis B, and Syphilis in Africa, from 21 – 23 July 2027, at the Speke Resort Convention Centre, Kampala, Uganda.

Under the theme “Accelerating Momentum, Sustaining Impact: Advancing Triple Elimination for Mother to Child Transmission of HIV, Hepatitis B and Syphilis in Africa by 2030,” the conference will serve as a mid-term accountability and acceleration platform, assessing progress since TECA 2025, identifying persistent bottlenecks, and generating actionable commitments for the remaining years toward the 2030 targets.

This gathering will reaffirm Africa’s collective commitment to integrated maternal and child health interventions, leveraging partnerships and innovations to ensure that the elimination of mother-to-child transmission of HIV, Hepatitis B, and Syphilis becomes a sustained continental achievement.

 

To accelerate and sustain progress toward the elimination of mother-to-child transmission of HIV, Hepatitis Bp, and Syphilis in Africa by 2030 through renewed political commitment, innovative partnerships, and integrated service delivery.

SPECIFIC OBJECTIVES
1. Evaluate progress made since the inaugural TECA 2025 Conference, highlighting successes, lessons learned, and persistent challenges in implementing the Call to Action signed by the Ministers during TECA 2025.

2. Foster innovation and research, promoting new technologies, data systems, and delivery models for screening, vaccination, treatment, and monitoring.

3. Deepen multi-sectoral collaboration between governments, civil society, the private sector, and academia to enhance service integration, advocacy, and accountability

4. Showcase best practices and community models demonstrating impact in reducing vertical transmission and addressing gender, equity, and human rights dimensions of care.

1. Kampala Progress Report (2025 – 2027): A consolidated assessment of national and regional progress, identifying gaps and priorities for the final 3 years toward 2030.

2. Renewed Political and Financial Commitments: Updated country pledges and partner financing compacts for sustainable program implementation.

3. Launch of the Continental Innovation and Accountability Platform: A digital dashboard to track elimination indicators, innovations, and partner contributions.

4. Expanded Birth-Dose Hepatitis B Vaccine Commitments: Agreement by additional AU Member States to introduce and scale up the HBV birth dose.

5. Strengthened Community and Civil Society Engagement: Enhanced partnerships with community organizations for patient follow-up, stigma reduction, and social mobilization.

6. Adoption of the Kampala Acceleration Agenda (2027): A joint communiqué outlining continental priorities, financing pathways, and accountability milestones toward 2030.

The National Organization for People Living with Hepatitis B (NOPLHB) is the secretariat for the conference. At the same time, the Ministry of Health (Uganda) is the host of the conference, African Union Commission (AUC) is the co-host in partnership with partners such as Africa CDC, AUDA-NEPAD, World Health Organization (WHO), Organisation of African First Ladies for Development (OAFLAD), PATH, Clinton Health Access Initiative (CHAI), Hepatitis B Foundation (USA).
